In another sign of escalating tensions between California and the Trump administration, ICE Acting Director Thomas Homan says his agency will also likely have to place immigrants arrested in California in out-of-state detention centers.

"These are uncertain times for undocumented Californians and their families", the governor wrote after signing the bill limiting the state's cooperation with ICE. What matters is that we treat all people equally.

SB 54 also protects illegal immigrants from deportation while at public schools, hospitals and courts.

In the weeks after the November 2016 presidential election, California Senate President Pro Tem Kevin de Leon introduced Senate Bill 54 as a direct response to President Donald Trump's campaign policies on immigration.

This means Californian law enforcement cannot inquire an individual's immigration status, arrest people on civil immigration warrants, or participate in border patrol activities or joint task forces with the federal government if the primary objective is immigration enforcement. It is the signature piece of a package of 11 bills establishing protections for undocumented residents of California.

Despite the severe challenges that this law creates for ICE, we remain committed to our public safety mission and we will continue to do our sworn duty to seek out unsafe criminal aliens and other immigration violators. "It has been apparent to me for months - before Charlottesville, before Puerto Rico and before his rant against black athletes - that our president is pursuing biased law enforcement policies based on white supremacy, not American values".

Although the Trump administration's chief goal is to deport criminals, it is still expelling significant numbers of people who never committed any crimes. Obama also expanded a fingerprint-sharing program, Secure Communities, that alerts immigration agents when potential undocumented immigrants are arrested for local crimes. De Leon posted six tweets Thursday after the bill was signed, saying that the "signing of SB 54 comes at critical time in U.S. history". His bill will aid the California National Guard to help its members who are undocumented gain citizenship.
