"Some people do not believe that Ambassador Weah has what it takes to perform as President, but they should wait and see; the man will surprise them, " he said.

"Pursuant to the authority vested in the commission by the constitution and the new electoral law of the Republic of Liberia and based on the result just read, I, acting on behalf of the Board of Commissioners, do hereby declare the presidential ticket of Senator George Weah and Jewel Howard Taylor as the victor of the December 26 presidential runoff election".

Weah led the ticket for a coalition party, the Congress for Democratic Change, with Jewel Howard-Taylor as his vice presidential running mate. "We have a lot to do to accelerate the construction of Africa's future".

"As a leader in the West African sub-region, Nigeria, especially under the PDP, played key roles in ensuring political stability in Liberia and must continue to show direction by ensuring the consolidation of democratic practice and culture both at home and in other countries in the sub-region". Weah's critics have said his brief experience in politics will be a challenge for the nation.

Voter turnout for the runoff was low, but Weah drew overwhelming support from the younger generation, which makes up a majority of Liberia's population of 4.6 million.

Weah's rags-to-riches story has been an inspiration to many supporters who call him "King George".

Weah had run in the country's last two elections, winning the first round of the 2005 vote that eventually went to Sirleaf.

The lawmaker, who also congratulated Weah, pointed out that the hard work, persistence and steadfastness displayed by the football legend should be adopted by Nigerian youths in meeting their target-goals in life.

Then in 2011 he came second as a vice presidential candidate.

Thirty-four-old Lawrence Menden, an IT professional, said he had no doubt in the ability of Weah to "take Liberia out of the woods".

"I declare publicly today that transforming the lives of all Liberians is a singular mission and focus of my presidency", he asserted.

He has been senator for Montserrado County in Liberia after being elected in 2014.
